Implementation of Drill for Transporting Petroleum Products During a Major Natural Disaster

Taiyo Oil wishes to announce that it has participated in the “Drill for Transporting Petroleum Products During a Major Natural Disaster” at its Shikoku Operations, cooperating in concert with the Agency for Natural Resources and Energy, the Shikoku Bureau of Economy, Trade and Industry, Japan Ground Self-Defense Force, and Kochi Prefecture, with the aim of reinforcing links to ensure fuel supplies during a disaster.
This drill was done as part of Kochi Prefecture’s comprehensive disaster drill, which assumes a major earthquake and tsunami originating in the Nankai Trough off Shikoku. The goal was for the SDF to be able to transport petroleum products smoothly, and was the first such drill done in Shikoku.
Through this drill, Taiyo Oil is working to further enhance liaisons as well as establish a supply support system for petroleum products in a major disaster.

Drill Details

  1. This was a drill for the SDF to practice directly loading onto fuel tankers, based on a scenario whereby the SDF is supplied with oil due to a rapid increase in demand for fuel at the start of a disaster.
  2. A restricted scenario is assumed, where only the SDF is able to transport fuel (when private-sector tankers cannot due to damage) in response to an urgent request for petroleum products by Kochi Prefecture for its General Disaster Preparedness Base  (Shimanto Green Forest Park , Kochi Prefecture), and the SDF practiced filling drums with petroleum products and then transporting them using SDF vehicles from the Shikoku Operations Office to the General Disaster Preparedness Base .

8:15 a.m. The 14th Brigade of the SDF arrives at Taiyo Oil’s Shikoku Operations, and procedures for entering the grounds are carried out.
8:40 a.m. Loaded jet fuel onto an SDF tanker using simulated operations.
9:00 a.m. Filled drums on the SDF drum truck with kerosene and diesel oil.
9:30 a.m. The 14th Brigade of the SDF departs from Shikoku Operations, heading to the Kochi Disaster Preparedness Base.
