Taiyo Oil implements business continuity plan (BCP) drill

 Taiyo Oil Co., Ltd. has carried out a drill regarding the handling of its business continuity plan (BCP) in the event of a massive earthquake as described below.

 Taiyo Oil formulated its BCP envisioning Nankai Trough megathrust earthquakes, Tokyo inland earthquakes, and regional earthquakes so that it can maintain its responsibility regarding providing a stable supply of petroleum products even when disasters occur (such as massive earthquakes), and it has undertaken initiatives to ensure continual improvement of its response capabilities based on the BCP and to resolve other issues by implementing drills and training, and so on.

 On this occasion, the drill was carried out jointly with the affiliate Nansei Sekiyu K.K. (Nishihara-cho, Nakagami-gun, Okinawa Prefecture), and it was envisioned that Nansei Sekiyu had been impacted by the occurrence of three interrelated Ryukyu Trench earthquakes (Okinawa). The scenario of the drill was not revealed to participants in advance, and Taiyo Oil made an effort to check the practical implementation of the BCP and enhance disaster-response capabilities while exchanging information with Nansei Sekiyu.

 This was the first time for Taiyo Oil to carry out a BCP drill jointly with Nansei Sekiyu, and both companies made an effort to check and strengthen their communication abilities, and identify new challenges.

 Based on covering all factors that have been clarified on this occasion, Taiyo Oil will move ahead with response measures in order to enhance effectiveness and efficiency, and will also continue to carry out drills and training, etc., systematically into the future to ensure that the company is able to provide a stable supply of petroleum products during emergencies.

Objectives of drill

  • Checking and strengthening information exchanges between Taiyo Oil Co., Ltd. and Nansei Sekiyu K.K.
  • Boosting judgement and disaster-response capabilities in order to realize early resumption of supply operations in disaster-affected areas.

Drill details

  • On the day of the drill, it was envisioned that three interrelated Ryukyu Trench earthquakes occurred at 1:20 p.m., and the drill confirmed response capabilities from the moment of the strike to 13 hours after.
  • In response to the occurrence of the earthquakes, the Crisis Countermeasures Headquarters was established at the Taiyo Oil Co., Ltd. Head Office, and the Disaster Countermeasures Headquarters was established at Nansei Sekiyu K.K.
  • Various teams of the Crisis Countermeasures Headquarters gathered information from Nansei Sekiyu K.K., clients, customers, and so on, and prepared supply and sales plans.
  • Initial responses related to the “Plan for Joint-Operations of Oil Supply in Disasters” as set forth in the “Oil Stockpiling Act” were confirmed.
